Dr. Y. K. Peter Chan 陳爾崗博士

Adjunct associate professor, Brigham Young University (Provo); director, International Leadership Academy

Dr. Peter Chan is an adjunct associate professor in the Department of Instructional Psychology and Technology at Brigham Young University (Provo), with extensive experience applying instructional technology in global and cross-cultural contexts. His professional work spans the development of a nationwide e-learning teacher training program in China, training for medical and corporate professionals, and contributions to school development, international exchange programs, and education-related government policy. His work effectively bridges academic, governmental, and cultural spheres to enhance learning and innovation.

Dr. Chan is also the founder and director of the International Leadership Academy, which supports the operation of several international schools in China and two private schools in the United States. Prior to the COVID-19 pandemic, the academy brought more than 2,000 international students to the U.S. He currently advises multiple high-level collaborative projects between China and the state of Utah, and was the principal drafter of SCR9, the concurrent resolution honoring the life and achievements of Helen Foster Snow, which was signed into law by Gov. Spencer Cox in April 2022.

Before his current role at BYU–Provo, Dr. Chan served for eight years on the faculty at Brigham Young University–Hawaii, where he chaired the instructional design and development program and served as special assistant to the academic vice president on Asia-related initiatives. During his tenure, he received continuing faculty status and was named teacher of the year. He also taught for six years as an adjunct assistant professor at the Chinese University of Hong Kong.

Dr. Chan joined The Church of Jesus Christ of Latter-day Saints as a teenager in Hong Kong and later served a full-time mission there. He graduated from BYU–Hawaii in 1995 with a degree in information systems and later earned both his master’s and doctoral degrees in instructional psychology and technology from BYU–Provo. He met his wife, Joyce, in the BYU–Hawaii singles ward—he was her home teacher, and she was his Sunday School teacher. They are now the parents of three children and grandparents of three.

In the church, Dr. Chan has served in numerous callings, including bishop of a married student ward at BYU–Hawaii and bishop of the Edgemont 22nd Ward (Provo Chinese Ward). Since joining the BYU–Hawaii Alumni Executive Board in 2023, he has helped establish eight alumni chapters across Asia, with several more underway. Dr. Chan continues to dedicate his life to education, international collaboration, and gospel-centered service.

陳爾崗博士現任楊百翰大學教學心理與科技系客座副教授,專長於跨文化與全球視野下的教學科技應用。他曾主持中國全國性教師電子學習培訓計畫,為醫療與企業專業人士設計訓練課程,並在學校發展、國際交流及教育政策等領域做出重要貢獻。他的工作成功連結學術、政府與文化,推動學習創新與制度改進。

他同時是國際領袖書院(International Leadership Academy)的創辦人兼總監,協助管理中國多所國際學校與美國兩所私立學校。疫情前,該機構已協助超過兩千名國際學生赴美升學。他亦參與多項中國與美國猶他州之間的高層合作計畫,並主筆撰寫《第9號共同決議案(SCR9)——紀念海倫‧佛斯特‧史諾女士的貢獻與成就》,該決議已於2022年4月由猶他州州長柯克斯(Spencer Cox)簽署成法。

在加入普羅沃校區前,Peter 曾任教於楊百翰大學夏威夷校區(BYU–Hawaii)八年,擔任教學設計與發展學程的主任,並擔任學術副校長亞洲事務特別助理。他在任內獲得終身教職資格,並獲選為「年度最佳教師」。他亦曾於香港中文大學擔任客座助理教授六年。

Peter 16歲時在香港加入耶穌基督後期聖徒教會,並於香港傳道服務。他於1995年自楊百翰大學夏威夷分校資訊系統學系畢業,之後在普羅沃校區取得教學心理與科技碩士與博士學位。他與妻子 Joyce 在夏威夷校區的單身分會認識——當時他是她的家庭教師,而她則是他的主日學老師。他們育有三名子女,並已有三位孫兒女。

在教會中,Peter 曾擔任多項職務,包括夏威夷校區已婚學生支會主教,以及普羅沃中文支會(Edgemont第22支會)主教。自2023年起,他加入楊百翰大學夏威夷校友會亞洲區執行委員會,至今已協助成立八個亞洲校友分會,並有數個新分會正在籌備中。他持續以教育、國際合作與福音服務為志業,致力於培育兼具信仰、能力與全球視野的新一代領袖。
